APPI Compliance: PDF Redaction Guide for Japan

Japan's Act on the Protection of Personal Information (APPI) was significantly strengthened in its 2022 amendment, imposing stricter requirements on how organizations handle personal data. PDF documents containing personal information must be properly redacted before sharing, archiving, or publishing.

The Personal Information Protection Commission (PPC) enforces APPI compliance and has increased its oversight of digital document handling. Organizations must ensure that redaction of personal information in PDFs is permanent and irreversible — visual masking alone is insufficient.

Japanese-specific personal data patterns include: My Number (Individual Number), Japanese phone numbers (+81 format), Japanese postal codes, bank account numbers, health insurance card numbers, and names in both kanji and katakana formats.

APPI compliance requirements for PDF redaction: (1) Permanent deletion or anonymization of personal information that is no longer needed, (2) Security measures to prevent leakage during processing, (3) Proper handling of sensitive personal information with additional protections, (4) Record-keeping of data handling activities, (5) Notification obligations in case of data breaches.

OfflineRedact processes all documents locally in your browser, with no server uploads required. This architecture inherently supports APPI's security requirements by eliminating data transmission risks. The tool detects Japanese personal information patterns including My Number format and Japanese contact information.
